Terms/Limitations on Siero's Special Pick Tickets?

I get that Siero's Special Pick Tickets are like Surprise Tickets, but the details elude me. I want some confirmation as it could be (treated as) a one chance in a lifetime event.

If someone bought a Siero's Special Pick Ticket item, does it expire after 24 hours upon acquirement? I can see that by today's draw promotion, Metera (Holiday) is available in the Siero's Special Pick Ticket shop. However, are newly introduced items excluded from the 'specified' shop's draw pool? If so, then how long it would take before those items can be obtainable by tickets? A few months, perhaps? I assume that the new items exclusion rule applies to all tickets, including Anniversary Tickets.

Once a sieroticket is purchased, you keep it until you use it. It never expires. The pool of items you can select with it changes with each premium draw banner. Only items in the current premium draw can be selected, plus items in the "Other" tab, which are always available - these are items available from various promotions, e.g. linksmate, codes included with blurays, etc. There are no restrictions on the premium draw items. You can sieroticket brand new characters and summons, even normally unticketable ones, as long as they're in the current premium draw.

I am sure that the Anniversary Tickets can select newly introduced items because I remember I have to decide if I wanted to pick Danua (Summer) or Lady Grey (Halloween), which I wasn't really in an driving interest to pick anything. I think I got roiled up when I found out that I could have picked Clarisse (Valentine) with the ticket instead of sparking for her. Ha ha! Nevertheless, the combinations made one of my parties into a huge improvement! It's good from there!
