Shouldn't there be a section or note saying that certain draw promotions - like the current one - give weapons with upgraded skill levels?

Some ought to let others know about the quantity of themed characters in holiday draw events. Like for this summer's, there's a lot of featured characters with a higher draw rate.
I, for one, did not know that summer draw period duration can be extended. I thought it was for a limited time, perhaps several times per year. Did not know that it can roll onto the next period. Featured draw rates can be important as well as you have a higher chance and what not. If it's a SSR character, much tougher, but oh well. Lost a chance to gain another character, but at least I got a character with a extra pose. I shouldn't put all my eggs into one basket, lol.
It states how long themed characters stay in the gacha pool in the in-game news.

Wow, maybe, I shouldn't rake and pool in to go for broke in one go! If the event period duration would be that long, then it is obvious that summer draws could be still more difficult than SSRs due to a few number of them. I mean, I did got a featured character based on the 6% draw rate. Forgot that it's usually means at least available (estimate 3%).

The Cerulean Sparks duration is much shorter than the draw promotion duration as stated in the fine print? Can the sparks duration be renewed due to the fine print?
No, because the banner will change like normal. The Halloween characters (in the current case) will continue to be on whatever banners appear between now and the 15th.
Okay, the fine print represent just the draw rates. Gotcha.

If we're going by their support passives (hence why Mahira is "Rooster" instead of "Chicken"), does that mean Vajra and Kumbhira should be "Canine" and "Boar", respectively?
Not necessarily. A better example I could've used would be referencing the actual naming scheme for the Chinese zodiac.

That being said, because Anila exhibits more sheep qualities than anything else, it makes more sense to label her sheep.
Read the Wikipedia. Maybe Kumbhira would be better as a boar then, due to this particular bit:
The Japanese zodiac includes the Sheep (hitsuji) instead of the Goat (which would be yagi), and the Wild boar (inoshishi, i) instead of the Pig (buta).
Tbh, I was thinking that the game's following Japanese Zodiacs. In other game I play we also got boar themed stuff instead of pig themed with one skill even using "jabalí" (wild boar) and I was pretty sure gbf is also doing it since it's Japanese and not Chinese game.
Another thing to consider is that the English translation team may have chosen a translation based on their own interpretation. Mahira's passive 鳥神宮の主 could be translated few ways. It uses 鳥 which generally just means any type of bird but it could mean a chicken specifically too. Though, the pets around her look like mutated monsters to me, so I'm not even able to tell if they're male or female.
They're most certainly following the Japanese interpretation of the Chinese zodiac. I personally have no issue with either the pig or boar label. Though, since this is considered a high-traffic page, I will have to protect this page from anonymous editors since I foresee these labels being a contentious topic, among other reasons.
