Does the Emblem of Devilry effect affect the 10% charge from ougi? I think it could be interesting to specify in the page (or in one of the tooltips) if it does (or doesn't).

It is a normal uplift buff, so yes if you ougi again after applying the buff. So if you ougi without the buff on, at 200% charge, you'll have it affect the Charge Boost on the second ougi. It is also affected by Championship Masteries and character passives that also uplift.
