Apparently the CCW affects the skill and my testing was done with it equipped.

Dunno if this is some sort of bug or just an oversight in the weapon description.
Seems like this only happens with Helmholtz; doesn't happen with Soul Echoer. What about using the skill at say, 6 Feedback? Will it give you 30% charge bar or 50%?
Seems like Helmholtz reduces the number of stacks needed by 2, then. Gamewith and Kamigame haven't pointed it out (yet), but GBF-Wiki's comment section mentioned it.
How about trying to use it without any Feedback stacks but with Helmholtz equipped?

The -2 theory seems correct.
Rather than -2, it seems +2 is being added to the number of Feedback consumed (hence why 1 still gives 15% while 2 gives 30%). The GBF-Wiki comment thread suggested that Feedback stacks from sub allies are being counted, though a brief test (using Fury then knocking someone out with Luna) shows that Feedback on backline members don't get absorbed.
