What was the reason behind removing Daryl from Scattered Cargo?

he doesn't show up there, only windsprite and daruis show up

I farmed it for a substantial amount of time without him appearing. After moving to another quest that he is located I very quickly encountered him and got his two weapons. On the scattered cargo mission in battle 3 there is a chance that instead of the snake appearing an imperial guy shows up but not daryl and he doesn't have the rare monster flair, I assumed that the person who wrote that daryl is in that quest mistook him for daryl.
