His damage output increases greatly while Nitro BoostDeals triple attacks / Critical hit rate and skill DMG specs are boosted / Immune to debuffs (Can't be removed) is active. Passive increase to C.A. damage and cap. Almost caps DEF Down by himself with 15% DEF DownDEF is lowered Strength: 15% and 20% Wind DEF DownDEF is lowered for wind DMG Strength: 20%. Very good choice for C.A. or Full Auto based parties. Unless buffed by Nitro BoostDeals triple attacks / Critical hit rate and skill DMG specs are boosted / Immune to debuffs (Can't be removed) , he will never multiattack.

Priorities

Thanks to Meteon's massive C.A. DMG boost from  More than Mere SpeedAmplifySeraphic modifier Meteon's one-foe attack damage by 50%.
110% boost to C.A. damage, 30% boost to C.A. damage cap, and 30% boost to dodge rate.
Upon one-foe attack: Gain Charge Bar +10%Instantly boosts Charge Bar by 10%
Strength: 10%.
500% Bonus Wind damage to all foes (Damage cap: ~630,000)., prioritize C.A. DMG Cap. Afterwards, take Debuff Success to maximize his chance of landing DEF Down, then Wind ATK and Critical to increase his damage.

Leave 3 ★s for his Extended Mastery Skill and the rest of his EMPs are free to pick. DEF helps with survivability, while ATK and ATK (Overdrive) further boost his damage.
