One of the very first primal beasts ever created, he is known as the supreme primarch who commands all other archangels. He was made to oversee evolution by an Astral researcher who had a keen interest in the subject. Bequeathed with ultimate power by the Astrals, he strives to protect the people of the Sky Realm. Even now, his eyes—melancholic and unsuited to an ultimate weapon—scan the blue horizon, in search of anything that might disturb the progress of the skies.

Awakening

Lucilius brings Lucifer into existence and assigns him with the role of studying evolution, a phenomenon exhibited by skydwellers. Lucifer's deputy, Belial, suggests throwing skydwellers into chaos to spur evolution, but Lucifer rejects him, stating he has no intentions of interfering in mortal affairs.

An expectant silence permeates a nondescript room in which an individual stands beside the prone, unconscious figure of another.
Eventually the motionless body shows a sign of life in the form of a finger twitch, followed by two eyes sluggishly opening.
???: ...
???: Where am I?
???: You're finally conscious. It seems the activation sequence proceeded without complication.
???: Moving on to a test of basic recall. Are you cognizant of your name and function?
Lucifer: Yes... My name is Lucifer.
Lucifer: My role is to observe and study the peculiar phenomenon known as "evolution" that skydwellers exhibit.
Lucifer: Furthermore, I am to eliminate any and all external dangers that threaten the Sky Realm.
Lucifer: I detect not a single defect in my ability to perform my role at this time.
???: Well, that goes without saying. I would expect nothing less from a creation of my own design.
???: If you have pending inquiries, then let them be known.
Lucifer: Very well. I would like to verify certain information. What is your name, my creator?
Lucilius: I am Lucilius, though any name that separates me from the chaff found in this research facility shall also suffice.
Lucifer: Understood. When am I to begin my tasks?
Lucifer: I ask because after accounting for potential risks and impairments to efficiency, I cannot recommend that I undertake my duties alone...
Lucilius: You may begin at once. The one tasked to be your deputy is already waiting on standby.
Lucilius: More will join your ranks pending further monitoring of your performance.
Lucifer: Understood. I shall pursue my role in accordance with your wishes.
Lucilius: Good. I hope I won't be disappointed.
Lucifer hasn't been awake for long before a new face enters the research lab.
???: Oh, who do we have here? The second coming of Cilius? You must be the Lucifer I've heard so much about.
Lucifer: ...?
Belial: Ah, where are my manners? Belial, at your service.
Lucifer: Belial... Lucilius did inform me I had a deputy waiting in the wings.
Lucifer: By working together, we shall surely fulfill our roles.
Belial: Aw, where's the fun in staring at a terrarium for days on end?
Belial: We've been handed the keys to something big, and you insist on keeping it inside your pants? Boooring.
Lucifer: What are you trying to say?
Belial: I'm saying why not double-team the people of the skies? Really raise the heat?
Belial: A pinch of strife here, a slap of chaos there... Just a little something to get the juices of evolution flowing. When it comes to results, Cilius prefers his quick.
Lucifer: I cannot abide by your proposition. My role is to watch and study.
Lucifer: I will thwart threats to the world as they arise, but until then, I have no intention of interfering in mortal affairs.
Belial: Haha... Well, aren't you a pure little angel? Perfectly content to sit on your hands, bound by obligation.
Lucifer: I do not understand the intent behind that statement. Do you oppose the fulfillment of the roles we were given?
Lucifer: Should you be feeling anomalous, I suggest you disclose your symptoms as soon as possible. Defects are easier to treat early on.
Belial: Ah, yes... There's nothing more terrifying than a defect straight off the production line.
Belial: Thanks for the tip. See you around.
Belial's lips twist into a faint smile, and he struts away.
A baffled Lucifer watches the angel leave before turning back to focus on his work.

Maturing

Months after the cataclysm caused by Sandalphon has been thwarted, Lucifer summons the four primarchs for a meeting. He announces that after tying up all loose ends of the cataclysm, the primarchs are to cede authority of the tetra-elements to the skies. The primarchs accept this proposal and begin discussing their future lives as ordinary sky citizens. After they leave, Lucifer speaks his mind to a cocoon sheltering a dormant Sandalphon.

Days and months have passed since the stormy cataclysm Sandalphon whipped up was thwarted.
Somewhere in a nameless shrine, Lucifer meets with the four primarchs.
Lucifer: Thank you all for gathering today. To get straight to business, I would like to hear how each region is currently fairing.
Michael: The situation in the Valtz Duchy is already stabilizing. They're spearheading efforts to restore Fremel and other surrounding islands.
Michael: Valtz's metallurgists are utilizing data collected from the battles with lesser archangels to develop new armaments.
Gabriel: Meanwhile in Auguste, a number of imperial soldiers have stayed behind to distribute supplies and oversee hospitals.
Gabriel: The injured are convalescing so well, in fact, that the towns will soon be good as new.
Uriel: Skydwellers are already recovering that quickly from a near world-ending event? I gotta hand it to them!
Raphael: Supreme Primarch, their progress surpasses our best estimates...
Lucifer: Indeed. Perhaps this too is another aspect of the sky's evolution...
Lucifer seems to have been talking to himself with that comment. This time he addresses the primarchs properly.
Lucifer: Before we go any further, I must extend to each of you my gratitude and apologies. The cataclysm could not have been averted without your crucial endeavors.
Lucifer: For such a threat to occur under my watch as supreme primarch is a grave oversight, and for that I am truly sorry.
Michael: Nay, the fault lays not on your shoulders, Supreme Primarch. None of us here charges you with blame.
Lucifer: Yet the truth remains that my arrogance and conceit left an indelible scar in Sandalphon's heart. My misconduct cannot be dismissed.
Lucifer: Thus my thoughts have turned to how to atone, as well as what the future holds for the skies.
Raphael: Is that why you have summoned us here today? To give us your verdict?
Lucifer: Yes. I have concluded that the Sky Realm no longer requires the divine protection of archangels.
Lucifer: By releasing the skydwellers from our invisible hands, that will expedite their ability to evolve and grow.
Raphael: I recognize that the mortals are recovering at a blistering pace, but the smoldering ashes of the cataclysm still burn in this world.
Lucifer: Yes, we as archangels have an obligation to clean up the mess wrought by our kin.
Lucifer: Know that the coming denouement isn't far off on the horizon. When that time does come, let us cede the roles of the archangels and entrust the tetra-elements to the skies.
Surprise flashes over the faces of the primarchs but only for a second.
Almost immediately after, each archangel nods in acknowledgement.
Uriel: I'm cool with that. I saw loads of mortals with grit and backbone holding their own during the cataclysm, so I think they'll be all right.
Gabriel: If anything, it was more like we were the ones in need of rescue.
Michael: We were created for the purpose of aiding the supreme primarch as your adjutants. It is not our place to object to your judgment.
Michael: However, I feel inclined to ask what shall become of us after relinquishing our roles?
Lucifer: I would like each of you to reside peacefully in the Sky Realm as any other inhabitant would.
Lucifer: Of course I shall spare no effort in helping you acclimate to your new lives.
Gabriel: Haha, I've already made lots of mortal friends thanks to the world almost ending. Moving in with skydwellers should be no problem at all.
Uriel: Living among mortals, huh... Well, I've got a taste for Sky Realm cuisine now, so at least there's that.
Michael: I can't picture what lies in store for my future at this moment, but I have high hopes for Uriel's success if he decides to open an eatery.
Raphael: The possibilities are intriguing. We were once the ones fanning the winds; where will they take us from here on out?
The four primarchs talk excitedly about their plans after ceding their roles.
As the conversation continues, Michael suddenly turns to Lucifer.
Michael: While we are on the subject of relinquishment, what does the supreme primarch intend to do in the aftermath?
Lucifer: I cannot definitively answer that just yet.
Lucifer: I am afraid that must wait until a suitable means of reconciliation between Sandalphon and myself has been reached.
Michael: I see...
After the four primarchs take their leave, Lucifer speaks privately with a glowing cocoon.
Lucifer: Sandalphon...
Lucifer: I remain mired in uncertainty. What should I say to you when next we meet?
Lucifer: Should I approach you with penitence? Or rather, should I express remorse for failing to guide you as the supreme primarch?
Lucifer: I wonder if I will discover an answer when I cede the supreme primarch's role.
Lucifer: Though there may be another option: in the event I am unable to see my duty to completion, perhaps I can entrust it to you.
Lucifer: When you said you wanted to feel needed, I doubt you had the supreme primarch's position and all the pressures it holds in mind. To that end, I would prefer to avoid burdening you if possible.
Lucifer: And yet a part of me wishes to see what you can accomplish. If anyone can execute the role of the supreme primarch, it's you.
Lucifer: Once you take flight, my wings will protect you. Guide you.
Lucifer: Soar high above the clouds and offer your hand to a world rejuvenated. You have my blessings.
Michael: While we are on the subject of relinquishment, what does the supreme primarch intend to do in the aftermath?
Lucifer: Let us revisit that question again when our debts have been paid.
Lucifer: When that time comes, I can't think of a better place to discuss the future than in the garden.
Lucifer then vanishes from the shrine.
The cocoon glows in silence, awaiting the day for its exile to emerge.

Enduring

(Captain) has been viewing Lucifer's memories, which are embedded in a fragment of Lucifer that lies within Lyria. The Lucifer in these memories says he entrusts the Sky Realm and Sandalphon to (Captain). When the captain returns to reality, Sandalphon appears, having sensed Lucifer's presence. (Captain) explains about seeing the memories and asks Sandalphon to tell more stories about Lucifer, to which Sandalphon agrees.

Lucifer: Those are the memories I can remember. Thank you for indulging me.
Lucifer: May I interest you in a cup of coffee? Although the knowledge to brew such a beverage was not included as part of my role, it's something I did a bit of dabbling in.
Lucifer: The more I think about it, how did your conscious come to be present in this space? That is... a mystery to say the least.
Lucifer: If I had to venture a guess, the girl in blue's power likely contributed to this development.
Lucifer: A fragment of power belonging to me, Supreme Primarch Lucifer, endures within her.
Lucifer: Your journey has only amplified that fragment's power, drawing out its dormant memories.
Lucifer: As you may have already surmised, the Lucifer in front of you is no longer "alive" in your world. Instead I exist as a collection of echoes in the form of remembrances.
Lucifer: However, do take heart. Our reunion in this garden is of good fortune.
Lucifer slowly rises from his seat and gazes at (Captain).
Lucifer: The skies feel out of my reach, but my wish for a peaceful blue has not deviated in the slightest.
Lucifer: Thus I leave everything to you and your crew. Please take care of the Sky Realm... and Sandalphon.
Lucifer: Now we must part ways. I hear the voices of worry crying your name.
Lucifer: May the power I have passed down protect you on your voyage.
Lyria: Um, (Captain)? Hello? Is everything all right?
  1. Lyria?
  2. Lucifer?

Choose: Lyria?
Lyria: Oh, phew... You're still with us!
Vyrn: Sheesh, had us worried there for a sec. Suddenly you clammed up and got all spacey.
Vyrn: Tacklin' missions three days in a row finally wear you down?

Choose: Lucifer?
Vyrn: Uh, you all there, buddy? How do you mistake Lyria for Lucifer?
Lyria: D-do I really look like Lucifer? Oh dear, I don't know what to think about that...
Continue 1
Noticing the worried looks on Lyria and Vyrn's faces, the captain recounts what just happened.
Vyrn: You had coffee with a memory of Lucifer?
Vyrn: M-maybe we really oughta get you to bed... Make sure you don't have a fever...
Sandalphon: Oh, so it was only (Captain), Lyria, and Vyrn... Then it must have simply been my imagination.
Lyria: Hi, Sandalphon! What brings you here?
Sandalphon: Ah, nothing. Although...
Sandalphon: This is going to sound strange, but I thought I felt Lucifer's presence emanating from this room.
Sandalphon: I hurried over as fast as I could, yet it seems my mind was playing tricks on me.
Vyrn: Whoa... Maybe (Captain)'s not so crazy after all.
Sandalphon: What do you mean?
Vyrn and company quickly explain the encounter (Captain) had with Lucifer.
Sandalphon: A memory of him, you say?
Sandalphon: Yes, I can understand the confusion one would be left with after such a meeting.
Sandalphon: Let us take Lucifer at his word: that his power intensifies with each bit of progress we make.
Sandalphon: By using Lyria as a conduit, he still strives to protect these very skies.
Lyria: Heehee, that's what I think too! It makes me happy to know that he's still watching over us.
Lyria: Say, Sandalphon, if it's okay with you, would you mind telling us some stories about Lucifer?
Lyria: Now that I think about it, we don't know a whole lot about him... Maybe it's time to change that!
Vyrn: Ooh, good call! Yeah, give us the deets, Sandalphon!
Vyrn: We don't want the poor guy to start pouting because he thinks we forgot him!
Sandalphon: Lucifer, pout? I can't picture someone like him ever—
Sandalphon: On second thought, never mind.
Sandalphon: The occasional storytime would break up the monotony of mission work. You'll get your wish.
Sandalphon opens the door he came through.
Sandalphon: This calls for coffee. Wait here while I go put on a pot.
Lyria: Wait, we'll all help! Come on, (Captain)!
(Captain) nods, and they follow behind the barista.
Before long, the aromatic fragrance of coffee fills the entire ship.

Trivia

  • For a while, Lucifer’s summon was depicted as having dark brown eyes rather than blue, a trait that was carried over to the aforementioned game Knights Of Glory when he made his appearance in that game in mid-2015. This eye color is inaccurate to the original Rage of Bahamut character that he is based on as well as Granblue’s version of him. His eyes were eventually corrected to blue in 2018 to reflect on his character more accurately.
  • According to an interview with Granblue Fantasy director Tetsuya Fukuhara, the summon Lucifer was originally conceived as a collaboration character with Rage of Bahamut. However, like many other characters that originated from Rage of Bahamut, he was repurposed to better fit the Granblue Fantasy Universe, resulting in his role in What Makes the Sky Blue.[1]
  • Lucifer's original journal description read "This glorious six-winged warrior serves the great being who rules over justice and eternity. He wields his immense power in order to bring peace to all, aiding those who have been consumed by darkness." This description was based on his role in Rage of Bahamut, and it was changed to its current version in 2020 to better reflect his background in the Granblue Fantasy Universe.
    • The "great being who rules over justice and eternity" referred to the RoB character Arbiter Mortis, a divine being Lucifer served before his rebellion against her.
