Elemental DMG dealt by foes is reduced to 0

Cold Stare is a general name for a local debuff that prevents foes from attacking. Cold Stare has a different name and icon depending on the character that inflicts it.

The generic name "Cold Stare" comes from the status Cold StareUnder Rei's control, reducing elemental DMG dealt to 0 (Can't be removed / Ends if Rei is not a main ally)
